ITANAGAR, Feb 28: Arunachal Pradesh Govt today issued order for transfer/ posting of some IAS and IRS officers with immediate effect and until further orders. According to Govt order, Gonesh Koyu, PWD Commissioner will hold the additional charge of Joint Secretary Cabinet, while Hage Khoda has been posted as Commissioner Social Justice Empowerment and Tribal Affairs.

ITANAGAR, Feb 28: Doordarshan Kendra Itanagar (DDK) will start telecast of programme from 3 pm to 7 pm from March 1 onwards instead of the earlier timing which was from 5.30 pm to 8 pm. Moreover, the timing of North East news relayed from Guwahati DDK has also been changed. The bulletin will be given between 6.45 pm to 7 pm instead of 7.15 pm to 7.30 pm as scheduled earlier.
Bunny’s Fantasy annual ceremony
ITABAGAR, Feb 28: Bunny’s Fantasy World School organized its annual prize distribution ceremony yesterday.
On the occasion, Trade and Commerce Director Tokong Pertin emphasized on quality teaching practices and techniques and suggested the management of the school to include more activities in their school calendar.

SBI authorities urged to post staff
ITANAGAR, Feb 28: All Kurung Kumey District Students’ Union (AKKDSU) has fervently urged upon the State Bank of India (SBI) authorities to immediately post sufficient staff at SBI, Koloriang branch and also to create separate counters for govt and public transactions. In a representation addressed to the SBI Chief Manager, Itanagar, the Union who had recently visited the SBI, Koloriang branch lamented due to acute shortage of staff and lack of separate counters for govt and public transactions the branch is unable to cater to the needs of its customer. Claiming that the branch is somehow being managed by only five staff, it questioned how come only five staff can run the bank where at least ten to twelve staff is required.

ITANAGAR, Feb 28: Tarh Koyu who had allegedly led a group of miscreants and attacked the chamber of senior advocate Muk Pertin yesterday clarified that the question of trespassing, ransacking and attacking the advocate does not arise at all.

RCH camp at Jote –Basarnallo
ITANAGAR, Feb 28: A one day Reproductive and Child Health Camp was organized by the District Health Society, Yupia at Jote – Basarnallo area today.

ITANAGAR, Feb 28: Just few days before Lokh Sabha election, Chief Minister Nabam Tuki led Congress government today effected major cabinet reshuffle. Senior Congress leader, Chowna Mein who was holding post of planning, finance and PWD, Health Minister Atum Welly and Transport Minister Jarkar Gamlin were dropped from the cabinet. Three new ministers who were sworn by Governor Lt Gen Nirbhay Sharma at Darbar Hall of RajBhawan today include Anjaw MLA and Congress stalwart Kalikho Pul, Basar MLA Gojen Gadi and Bameng MLA Kumar Waii.
While talking to mediapersons at Raj Bhawan, Chief Minister Nabam Tuki stated that reshuffling has been done on popular demand. “The performances of these ministers were short of people’s expectation. I firmly believe that new ministers will do justice as they are experience enough in governance and sure will help government run properly. This cabinet reorganization will certainly strengthen the party at grass root,” said CM Tuki. He further added that Congress party has not taken any decision regarding conduction of Lokh Sabha and assembly election simultaneously.

ITANAGAR, Feb 28: Films are the greatest instrument of communication for sharing information and educating the outside world about the people of North East, their customs and traditions etc, said Takam Sanjoy while inaugurating the Arunachal Film Festival 2014 at Siddharth Hall here today.
He mentioned that films and media can play a vital role in creating awareness and integrating the nation as one despite the country have many racial groups while referring to the recent death of Nido Tania in the national capital. Sanjoy said that although the state is becoming a hub for media houses and banking sector, the filmmakers of the state will find it difficult to finance their ventures and only the intervention of the state government can help them. He assured that he would pursue with the government to set aside fund to the tune of 1 crore annually to be used for encouraging and promoting film making in the state. This fund, when available, will help in skill development of youth and create a pool of talent through which the film industry in the state will improve.
Ashan Mujid, filmmaker and resource person, addressing the gathering said that films are not only entertainment but also educational if properly made. Films are engineered audio and engineered visuals, which is done through editing and so technique and technical expertise makes a film a success or a failure, he added.
Taro Chatung, representing the film fraternity highlighted the problems faced by the filmmakers in the film making process like budgeting, piracy, marketing of films etc. He also encouraged the new entrants in the game by saying that even participating in the short film making contest organized during the Arunachal Film Festival 2014 is a big step forward for the youngsters and advised them not to get discouraged by the hardships they will face in their filmmaking career.
Secretary IPR, Dani Sulu called the AFF 2014 a platform for budding film makers to exhibit their talent and showcase the films made in the state. He stressed that the festival’s concentration was mainly on 4 areas of still photography, short film competition and feature film and documentary film showcase.

CM lauds recommendation on hill states development
ITANAGAR, Feb 28: Chief Minister Nabam Tuki has appreciated the recommendations of
the Committee headed by B K Chaturvedi, Member, Planning Commission, on ‘Development
of Hill States arising from management of forest lands with special focus on creation
of infrastructure, livelihood and human development’. The Committee has submitted
its report with recommendations in two parts -
In a letter to the Prime Minister, Tuki expressed gratitude to the Union Government for commissioning the study and requested him to implement the recommendations in toto to achieve the purpose of the study when it was commissioned. The Chief Minister particularly welcomed the recommendation for earmarking 2 per cent of annual GBS per year for this purpose during rest of the Twelfth Five year Plan period.
“Your intervention will set in process a giant leap for the Himalayan and Northeast Region of India to reach at par with the rest of the Country,” he observed.

ITANAGAR, Feb 28: The Nyokum Yullo, the major Festival of Nyishi community was celebrated at Nyokum Lapang ground, Seppa in a befitting manner with all traditional gaiety and religious fervour from February 23 to 26.
Attending the festival on February 26, Union Minister of State for Minority Affairs Ninong Ering said that the face of Seppa town has changed a lot in terms of development due to hard work of leaders and people in comparison to those days when he had visited Seppa for the first time 20 years ago. Corruption case against education minister and others
Allegations baseless and unfounded: Minister
ITANAGAR, Feb 28: The East & Upper Siang District Bar Association (EUSDBA) has filed a corruption case against Education Minister and some engineers from PWD, Pasighat division, for allegedly swindling money amounting to Rs. 8, 99,000 meant for repair and maintenance of District Court Building, Pasighat, East Siang district.
A case has been registered (No. Psg PC 01/2014) against them U/S 156 (3) of the Cr PC 1973 read with section 5 of Prevention of Corruption Act 1988, in the Court of the Additional District and Session Judge, Eastern Zone, Pasighat, East Siang District, Arunachal Pradesh on February 26,2014, claimed the association.
Along with the minister and the officers, three Private Firms have also been made party to the prosecution, in whose names the money was fraudulently withdrawn by the collective conspiracy of all the persons mentioned in the suit.

Chief Minister, Nabam Tuki had inaugurated the same Court Building on April 26, 2012 in presence of the Local MLA, Deputy Commissioner, East Siang District, other dignitaries and a battery of public leaders.
Since no repairing and maintenance works were carried out till November 2013, the East and Upper Siang District Bar Association General Secretary Taber Tamuk, filed an application through RTI to the EE, PWD, Pasighat Division to furnish all details about the works done out of the funds meant for the maintenance of the district court.
“In reply to the RTI query, the EE, PWD, who also happens to be the public information officer (PIO), furnished all the records stating that, all works were completed to satisfaction as per the specifications and guidelines and thereby payments were made to the contractors after complying to all rules and regulations of the Department. Further it also mentioned in the reply that “the works were completed hurriedly as per the verbal instruction of Minister Bosiram Siram,” the release claimed.
It is quite stimulating to see on records as furnished in the RTI, as to how the concerned Engineers have connived with their most exquisite Contractors, by erroneously preparing the Bills for the same work, by fraudulently showing building materials and other electrical items to have been used in the work, which, in fact were never used, but only with an objective to misappropriate the total fund they have set all wrong things as right on the records, the release added.
When contacted, Education Minister Bosiram Siram described the allegations as baseless and unfounded. He further said that baseless allegations are leveled against him to malign his political image. However, he said, truth will come in days to come.
PPA declares LS poll candidate for Western segment
ITANAGAR, Feb 28: The People’s Party of Arunachal (PPA) has finally announced the name of Jalley Sonam, president of All Arunachal Pradesh Workers Union (AAPWU) as Lok Sabha election candidate from Western Parliamentary constituency.
It was unanimously agreed upon by all the members of the central election committee of PPA to give party ticket to Sonam as candidate for ensuing Lok Sabha Election 2014, the PPA said the media persons at Arunachal Press Club, Itanagar today.
Talking to the media persons, chairman, Central Election Committee PPA, Kamen Ringu said that, “party has only finalized for the western parliamentary seat and they will soon announced for the eastern parliament seat in second phase”.
Highlighting the strategy of the party Ringu said that, “for last 38 years Congress party has been ruling Arunachal Pradesh and still there is no single change in state. Time has come to check validity of the Article 371 H, wherein the Article 371 H consists of unquestionable power to the Governor of the state and our party who will represent the state in the assembly shall strive to remove and repeal the Article 371 H and place under Article 371 A”.
While referring to Memorandums of Agreement (MoA) for hydro project in the state, Party’s Chief ministerial candidate, Laeta Umbrey said that, “we are not against the hydro project but we are against the system that has been adopted by the government of the state in implementation of hydro projects.

NHPC signs MoU for development of 1320 mw thermal power project in Bihar
ITANAGAR, Feb 28: A memorandum of understanding (MoU) was signed amongst Bihar State Power Generation Company Limited (BSPGCL), NHPC Limited and Pirpainti Bijlee Company Pvt. Ltd. (PBCPL) for participation in PBCPL for development of 1320 (2X660) MW Pirpainti Supercritical Thermal Power Project in Bhagalpur district in Bihar at Patna recently.
The MoU was signed by R S Mina, Director (Personnel), NHPC on behalf of NHPC and Jitendra Srivastava, Managing Director, BSPGCL and Director, PBCPL on behalf of BSPGCL and PBCPL in the presence of Bihar Chief Minister Nitish Kumar, Energy Minister Bijendra Prasad Yadav, Education Minister P K Shahi, Director (Technical), NHPC DP Bhargava and other senior officers of Govt. of Bihar and NHPC.
The project will be developed through a Joint Venture of NHPC and BSPGCL namely Pirpainti Bijlee Company Pvt. Ltd. The equity share of NHPC and BSPGCL in PBCPL will be 74% and 26% respectively. 85% of Power generated from the project is to be absorbed by state Discoms as per Power Purchase Agreement (PPA).
This is second thermal power project of NHPC after 1320 MW Salka Thermal Power Project in Chhattisgarh.
With this participation of NHPC, MoUs for 2640 MW Supercritical Thermal Power projects have been signed for execution on Joint Venture route.
NHPC also has been successful at RFQ stage for 4000 MW UMPP in Sundergarh, Odhisa. This was stated by an NHPC release.

Workers’ Board chairman visits Yomcha circle
ITANAGAR Feb 28: Arunachal Pradesh Building & Other Constructions Workers Welfare Board, Chairman Nyamar Karbak after assuming as the chairman of the Board took extensive tours to West Siang district from February 21 to 26 last.
Addressing a mega awareness camp cum spot registration at Yomcha during the tour, Nyamar highlighted various benefits being provided by the Board to the registered workers and appealed them to enroll or register their name in the Board. He also advised them to abstain from all the bad habits like drinking alcohol, gambling etc and work with dedication towards all round development of the state.
Meanwhile, expressing his gratitude to Nabam Tuki led government for appointing him as the chairman of the board, he appealed people of Yomcha to be the part of development by supporting the present government.
He however regretted about slow pace of development in Yomcha circle and opined that Yomcha could have been much developed than present status; had earlier leader(s) wished and committed towards development of the area.

VIP and VVIP violates SC order

I on behalf of Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) would like to inform that VIPs of Arunachal are violating Supreme Court ruling. Due to concern over rising instances of criminals using black films in the car, Supreme Court in April 2012 directed States and Union Territories to strictly enforce the ban on use of tint beyond the permissible limit.
Manufacturers were allowed to produce vehicles with tinted glasses which provide
for 70 per cent Visual Light Transmission (VLT) for safety glasses on windscreen
(front and rear) and 40 per cent VLT for side. A three-
In Arunachal Pradesh, especially in capital complex, massive operation was launched year ago led by then Deputy Commissioner Sanjay Goel to remove tinted glass from the vehicles. Capital Administration also took step against misuse of read beacon. However, still many VIP and VVIP vehicles are moving around with black film. Both in capital complex as well as in district headquarters, one can see many VIP vehicles with tinted film.
The most surprising aspect is that despite knowing Supreme Court order, these VIPs seem least bothered. What can we expect from a person who does not respect law of the land? Stop hunting wild animals
Dear Editor,
Through your esteemed daily, I would like to bring attention towards killing of wild animal in Arunachal. Today killing of poor wild animal has become passion of high profile people which include rich businessmen and Govt. officials. Rich people hunt poor wild animals with their highly automatic gun for pleasure. We all know that wild animals are the most significant features of ecosystem and adornment of our natural jungle. Hence, it is protected under wild life protection Act 1972, provided provision under sec. 17 and under sec. 51, 51A and 51B of wild life (protection) Act, amendment bill 2013. In our state these act applies only on common people and not on high profile people who continues to violate it by indulging in hunting spree.
Instead of enforcing law, they are violating and breaking the act to maintain their self presumption living standard by eating wild meat. Poor animal are always hunted and sold at very higher rate in the market and outside the market. I have witnessed selling of wild meat several times in Ganga market at very high rate. If educated people continues to break law, then what can we expect from poor citizens?

Deal strongly against law breakers
The state of Arunachal Pradesh in particularly capital complex have been witnessing several incident of violence against professionals. In the last couple of years professionals like doctors, journalists, engineers and advocates have been at the receiving end for performing their duty. Yesterday senior advocate Muk Pertin’s house was ransacked by miscreants who were all heavily armed. He narrowly escaped by managing to bolt the door from inside.
It is believed that attackers were not happy with the decision of advocate Pertin to take up the case of their business rival. Such act sets very dangerous trend and discourages the young professionals. The people of Arunachal have to learn to distinguish between professionalism and individualism. People should know that professionals make living by performing their job. By trying to stop professionals from carrying out their regular work, these goons are curtailing freedom to live and work freely in the democratic India. The government should take strong note of such repeated violence against professionals and enact tough law to deal with law breakers.
